  6. WASHINGTON - The CIA reserves the right to use agents posing as journalists but
  7. only under strict guidelines that don't violate the spy agency's policy,
  8. Director John Deutch said Friday.
  9.  
  10. He commented after an intelligence official told Friday's Washington Post that
  11. the CIA occasionally waived a rule barring agents from posing as journalists.
  12.  
  13. ''We have a policy on that,'' Deutch said at a student forum on defense and
  14. intelligence.
  15.  
  16. Deutch's remarks came amid expectations that the House and Senate Intelligence
  17. committees will take up measures looking at the post-Cold War mission of the
  18. CIA and related agencies and at the possibility of making the billions these
  19. organizations spend more visible to the public.

  21. Thursday the Council on Foreign Relations made public its study of the U.S.
  22. intelligence systems.

  24. Among the group's recommendations were making the overall intelligence budget
  25. public and broadening the authority of the CIA director.
  26.  
  27. The council also recommended taking ''a fresh look'' at a 1977 regulation that
  28. bars CIA agents from posing as journalists, priests and Peace Corps volunteers,
  29. or recruiting people in those posts to serve as spies. While most government
  30. budgets are open to inspection, the budgets of agencies such as the CIA and the
  31. National Reconnaissance Office are classified.
